Ok i look on wiki to cap this skill and i have ran through the whole map(Wajjun Bazaar) trying to find this boss(Lian, Dragon's Petal)... Do i have to be doing a quest or something..

Lian, Dragon's Petal is a Jade Brotherhood Elementalist boss who spawns in Wajjun Bazaar.

Note: She will not be there if you have the quest Closer to the Stars and are supposed to talk to Fishmonger Bihzun for the first time.

If you aren't in the Quest Closer to the Stars, She'll be right outside the zone from Marketplace, you cannot miss her if you are looking.

You come out of the market place and go right. You will hit a group of 4 jade knights. Continue down the slope and you will hit another 4. Keep going along the path by the water. The first left you come to will go up a hill, she is right at the top of it on a little platform thing.

As they said above make sure you have finished the CttS quest, or do it before you take it.

IMO it's the easiest skill to cap in the whole game.
